Carlos is a Professor of Civil Engineering at Instituto Superior Técnico (University of Lisbon) and invited Professor of Infrastructure Economics at FGV (Brazil). He was a Visiting Scholar at the J. F. Kennedy School of Government (Harvard University) and has advised public and private entities, across different geographies (Europe, South America, Africa and Asia) in areas of infrastructure project evaluation, structuring, delivery, and regulation, in the transportation, energy and environment sectors.
